Article I : Purpose The Free Group is a practical activist group for the restoration, preservation, and advancement of civil liberties, especially those relating to software and technology. With a focus on the MIT community, we: - Educate people about the tenets of freedom. - Provide free solutions for problems encountered by members of the community. - Organize demonstrations to promote freedom. - Petition for offical polices that promote freedom. Article III : Membership We follow the ASA rules for group membership, available at http://web.mit.edu/asa/rules/pdf/ASA-Operating-Guidelines.pdf, as amended below: Amendments: - A person who attends at least one meeting in a semester shall be an "Active Member". - A person who attends three consecutive meetings shall be a "Voting Member". - Quorum shall be determined from the number of Voting Members. - A person shall cease to be a Voting Member if for each of three consecutive meetings, that person fails to attend. - Any member may attend any meeting by proxy, by informing an officer of the designated proxy via e-mail within seven days of the meeting date. - Members may attend meetings by proxy. A person may attend by proxy by informing an officer via email within seven days preceeding the meeting. Article IV : Officers This organization shall have at a minimum three officers: Patron Saint Richard Matthew Stallman President The president shall be the official representative of the group to any other organization and to MIT. The president shall preside over all meetings. The president is required to determine when meetings are held and to publicize the times of these meetings to the group. Treasurer The treasurer shall be responsible for the finances of the group. The treasurer must sign all cheques and vouchers of the group. All officers of this organization must be distinct current MIT students. Elections: Elections of officers shall occur the penultimate meeting of the academic term. The meeting must be announced seven days in advance. Any member of this organization may run for any office. Quorum for elections is two-thirds of the voting membership of the group. Any member is elected if that member wins a majority of the voting members. If more than two people are running and no one wins a majority, then the person with the fewest votes shall be dropped from the ballot and votes shall be recast. The term of office runs from one election to the subsequent election. Voting members that can not attend the election meeting may vote by low-latency electronic communication. Removal: Officers may be removed by a two-thirds vote of the members. Article V : Meetings Meetings shall be held at least every 28 days. Meetings shall be presided over by the president, unless the president is absent, and in that case the treasurer shall preside. If the treasurer is also absent, then the Patron Saint shall preside. If no officers can preside, then the meeting must not be held. All decisions shall be made by a majority vote of all voting members present. Quorum for a meeting shall be one-quarter of the voting members of the organization. Voting members may vote by proxy at meetings, but may not at elections. Article VI : Amendments Amendments shall be presented by any member of the organization during a meeting. Amendments shall be passed by a two-thirds vote of the voting members present. Quorum for amending this constitution shall be two-thirds of all voting members of the organization. Article VII : ASA Governance Clause The Free Group agrees to abide by the rules and regulations of the Association of Student Activities, and its executive board. This constitution, amendments to it, and the by-laws of this organization shall be subject to review by the ASA Executive Board to ensure that they are in accordance with the aforementioned rules and regulations.
